Commission Meeting — August 28, 2023

The regular monthly meeting of the Landrum Area Fire and Rescue District Commission will be Monday, August 28, 2023 at 6:00 p.m. at the Landrum Area Fire and Rescue District Headquarters located at 200 N. Trade Avenue, Landrum, SC 29356.

Except for executive session allowed under state law, all meetings of the Landrum Area Fire and Rescue District Commission are open to the public.

FEMA Awards Assistance to Firefighters Grant to the Landrum Area Fire and Rescue District

The Federal Emergency Management Agency (FEMA) recently announced that the Landrum Area Fire and Rescue District (LAFRD) was awarded a 2023 Assistance to Firefighters Grant (AFG) in the amount of $ 152,943.80. These funds will be used by the district to replace aging self-contained breathing apparatus (SCBA), also known as “airpacks,” that are required for effective interior firefighting operations. This grant comes at a critical time when the district would otherwise be required to fund these necessary purchases through local tax monies. The  grant requires a local match where the district will pay $7,647.20 and realize substantial savings to the district and local taxpayers.

“Our SCBAs were nearing the end of their useful lives, and we pursued this grant opportunity for the past few years. Fresh, breathable air is paramount for our firefighters to do their jobs, and we can now take a deep breath ourselves that these new airpacks will be on the job for years to come,” according to Chief Warren Ashmore.

Commission Chair Pam Hilsman added, “Our commission takes taxpayer investment seriously, and when there is a chance to find outside funding sources to pay for district needs, we encourage our personnel to pursue those opportunities. We are excited to provide our personnel with this new equipment and want to offer our thanks to the staff members who were so diligent in reaching out for this grant.”

Budget Public Hearing and Regular Commission Meeting — June 26, 2023

A Public Hearing will be held before the Landrum Area Fire and Rescue District Commission, the governing body of the Landrum Area Fire and Rescue District, to discuss the proposed operating budget for its fiscal year beginning July 1, 2023 and ending June 30, 2024.

The hearing will be held at 6:00 p.m. on Monday, June 26, 2023 at the District Headquarters located at 200 N. Trade Avenue, Landrum, SC 29356.

The regularly scheduled monthly meeting of the Landrum Area Fire and Rescue District Commission will begin following the budget public hearing.

Except for executive session allowed under state law, all meetings of the Landrum Area Fire and Rescue District Commission are open to the public.

PUBLIC HEARING NOTICE: Public Hearing on Proposed FY 2023-24 District Budget

NOTICE OF PUBLIC HEARING
LANDRUM AREA FIRE AND RESCUE DISTRICT
PROPOSED FISCAL YEAR 2023-2024 OPERATING BUDGET

Notice is hereby given that a Public Hearing will be held before the Landrum Area Fire and Rescue District Commission, the governing body of the Landrum Area Fire and Rescue District, to discuss the proposed operating budget for its fiscal year beginning July 1, 2023 and ending June 30, 2024.

The hearing will be held at 6:00 p.m. on Monday, June 26, 2023 at the District Headquarters located at 200 N. Trade Avenue, Landrum, SC 29356. The regularly scheduled monthly meeting of the Landrum Area Fire and Rescue District Commission will begin immediately following the budget public hearing.

The budget for the current fiscal year calls for revenues of $1,102.655.57 and expenditures of $1,102.655.57.

The proposed budget for the fiscal year 2023-2024 calls for revenues of $1,066,648.19 and expenditures of $1,066,648.19.

Ad valorem property tax in the amount of 45.9 Mills for the Spartanburg County portion of the District and 45.9 Mills for the Greenville County portion of the District is expected for the Fire District to partially meet the operational needs for Fiscal Year 2023-2024. No millage increase is anticipated over the current year.

A copy of the proposed budget is on file in the office of the fire chief at 200 N. Trade Avenue, Landrum, SC 29356.


In accordance with state law, notification for this public hearing was published in or will be published in the Spartanburg Herald-Journal on June 9th and 18th and in the Tryon Daily Bulletin on June 11th and 18th.

Landrum Area Fire and Rescue District Awards 2023 Scholarships

(May 31, 2023 – Landrum, SC) After sorting and reviewing applications and recommendations that were submitted over a period of several weeks, the Landrum Area Fire and Rescue District awarded its 2023 $1000 scholarships to Jack Clark, Abigail Fowler, and Kennedi Lee, seniors at Landrum High School.

With their applications, students were required to prepare an essay of 200 words or more describing their experience(s) with community service and how it impacted them as students and citizens.

The contest was open to any high school seniors living within the Landrum Area Fire and Rescue District service area or attending Landrum High School. This allowed for inclusion of public school, private school, and homeschool students. They were required to have a minimum 3.0 GPA, recommendation letters, and attend college in the fall semester of 2023.

Jack Clark has a 3.84 GPA and plans to attend the Clemson University to major in Construction Science and Management.

A member of the Landrum High School varsity football and baseball teams, Jack has volunteered with Landrum United Methodist Church and Operation Hope and is a member of the Beta Club and Interact Club.

Jack was characterized by his teachers as “an articulator and influencer who will make a talented future leader.”

Abigail Fowler has a 3.793 GPA and plans to attend Anderson University to major in secondary math or English education.

She was captain of the Landrum High School Marching Band Colorguard and Winterguard.

Abigail volunteers with Landrum First Baptist Church and is a member of the National Beta Club.

Abigail was characterized by her teachers as someone who will “do well at the next level and will represent Landrum High School and the community with integrity and character.”

Kennedi Lee has a 3.937 GPA and plans to attend Charleston Southern University to major in Kinesiology or Nursing.

She participated in Fellowship of Christian Athletes as a Leadership Team member, Beta Club, Language Club, Flock Spirit Club, FFA, and volleyball.

Kennedi volunteers with Landrum First Baptist Church.

Her teachers say, “Kennedi’s strength and determination and choice to always have a smile on her face, no matter the situation, is what makes her an outstanding student and overall individual. Her talents and willingness to complete any task with excellence will contribute to her success outside of Landrum High School.”

Pam Hilsman, chair of the Landrum Area Fire and Rescue District Commission said, “Integrity. Influence. Dedication. These are not the words our young people use to describe themselves. These are the words their teachers use. It’s a true testament to this year’s scholarship award recipients that this is the lens we can use to view them.”

Chief Warren Ashmore echoed Hilsman’s thoughts. “Today’s students are tomorrow’s leaders, and we’re fortunate as a community to have the caliber of future leaders who will be able to not only guide the future of the Landrum area but wherever they may take their talents as adults.”

Congratulations Jack, Abigail, Kennedi, and the entire Class of 2023.

The Landrum Area Fire and Rescue District is expected to award more scholarships next year.
